Minimum Order
For orders placed on the website, the minimum order is a total merchandise dollar value of $25.00 (not including freight or sales tax).
Shipping
We ship UPS Ground unless otherwise requested. Orders received before 12:00 pm Pacific Time are generally shipped the same day (M-F). We will make every effort to ship your order in a timely manner. Add-ons and changes after your order is placed may delay shipping. MSR is not responsible for lost shipments. However, should a loss be reported, we will make every effort to get your order to you.
For international orders, we will contact you with shipping costs for approval prior to any billing. MSR is not responsible for any taxes, duties, or fees imposed on packages being delivered outside the United States. MSR does not guarantee International Priority Mail shipping time quotes. The postal service will make every attempt to deliver your package on time but due to unforeseen delays (customs, etc.) your package may be delayed. We do not offer refunds or accept returns on packages that arrive late when they've shipped International Priority Mail at the customers request.

Payment Terms
We gladly accept Visa, Mastercard, and American Express. COD is available only for established companies with an order history with MSR. Your card will be charged when the order ships.
Returned Checks
NSF checks will be charged a $35 returned check fee. The balance due plus any charges must be paid with cash, a cashier's check, money order, or credit card. MSR does not redeposit NSF checks.
Product Availability
MSR constantly monitors inventory levels and receives product shipments several times per week. Occasionally, however, we do sell out of individual items. If we are out of an item you have ordered, please re-order the item on your next order as we do not backorder products.
Cancellations and Returns
All returns must be pre-authorized by MSR. Cancellations and returns are subject to a 25% restock charge. Sorry, no returns on educational books or video tapes. Unauthorized refused orders are subject to all shipping charges and a 25% restock fee. Defective merchandise, of course, will not incur any restock charges. Please note that all styles of fabric rolls (organza rolls, tulle rolls, etc.) are non refundable after purchase.
Claims
MSR prides itself on its prompt and accurate service. However, shortages and mistakes can occur on orders. Should a shortage or mistake occur, it must be reported within 5 business days of the receipt of merchandise. Defective merchandise must be returned within 30 business days of claim.
Prices
All goods will be shipped at prices in effect at the time of shipping. Prices are subject to change and items may be discontinued without prior notice.
Sales Tax Exempt Status
By law, MSR is required to charge Washington State sales tax on any goods sold to, or received by customers in the state of Washington. To receive tax exempt status, all Washington State customers must submit a copy of their Washington State Reseller Permit to MSR Wholesale Balloons.

MSR reserves the right to revoke any stated offer and to correct any errors, inaccuracies, or omissions including after an order has been submitted. We sincerely apologize for any inconvenience.

Sometimes we will make a special discount offer on a product or product category. These discounts are limited to stock on hand - when it's gone, it's gone!
