Minimum Order
For orders placed on the website, the minimum order is a total merchandise dollar value of $50.00 (not including freight or sales tax).

UPS and USPS have suspended their shipping guarantees. Shipping is non-refundable for any reason. We ship UPS Ground unless otherwise requested.  UPS orders received before 12:00 p.m. (noon) Pacific Time are generally shipped the same day (M-F).   If you choose USPS, orders received before 12:00 p.m. (noon) Pacific Time will ship the following business day.   PLEASE NOTE:  DELIVERY DATES ARE NOT GUARANTEED.

Add-ons after your order is placed must be submitted as a separate order.

MSR is not responsible for lost shipments.  However, should a loss be reported, we will make every effort to get your order to you.

Please view our shipping map to determine how long it will take to receive your order via UPS.
For international orders, we will contact you via email with shipping costs for approval prior to any billing.  MSR is not responsible for any taxes, duties, or fees imposed on packages being delivered outside the United States.  MSR does not guarantee International Priority Mail estimated delivery dates. The postal service will make every attempt to deliver your package on time but due to potential delays (Customs, etc.) your package may be delayed.  We do not offer refunds or accept returns on packages that arrive late when they've shipped via International Priority Mail.

Payment Methods
We accept payment via PayPal, Visa, Mastercard, American Express, and Discover.  P.O.'s are accepted with prior approval.  Net 30 terms are available with prior approval.

Returned Checks
NSF checks will be charged a $35 returned check fee. The balance due plus any charges must be paid with cash, a cashier's check, or credit card.  MSR does not redeposit NSF checks.

Product Availability
MSR continually monitors inventory levels and receives product shipments several times per week.  Occasionally, however, we do sell out of individual items.  If we are out of an item you have ordered, please re-order the item on your next order as we do not back-order products.
Cancellations and Returns
All returns must be pre-authorized by MSR.  Cancellations and non-defective returns are subject to a 25% restock charge. All returns must be completed within 30 days of purchase.  Sorry, no returns on seasonal items.  Unauthorized refused orders are subject to all shipping charges and a 25% restock fee.  Defective merchandise will not incur any restock charges.

Should a shortage or mistake occur, it must be reported within 5 business days of the receipt of merchandise. Defective merchandise must be returned within 30 business days of purchase.

All goods will be shipped at prices in effect at the time of shipping. Prices are subject to change and items may be discontinued without prior notice.

Sales Tax Exempt Status
MSR is required to charge Washington State sales tax on any goods sold to, or received by customers in the state of Washington. To receive tax exempt status, Washington State customers must submit a copy of their Washington State Reseller Permit to MSR Wholesale Balloons.

While every effort has been made to ensure accurate pricing and product information on this website, MSR is not to be held liable in the event that a typographical error has occurred.  MSR reserves the right to revoke any stated offer and to correct any errors, inaccuracies, or omissions including after an order has been submitted.
Clearance discounts are limited to stock on hand. Clearance items are not eligible for return, replacement or refunds.
